I have the honour to acknowledge receipt of your Despatch of 19th instant, in which, upon request of His Excellency the Governor of Hongkong and under instructions from His Britannic Majesty's Minister in Peking, you ask whether permission can be granted for the attendance at trial in Chinese Courts of extradition prisoners from Hongkong of an Officer either of that Colony or of His Britannic Majesty's Consulate, the privilege being reciprocal.

I am personally of opinion that there is no objection to this proposal, and that the request of His Excellency the Governor can be granted and the procedure carried out mutually as an experiment. If at any future time it proves inconvenient, it will then be necessary to arrange for its cessation.

I have the honour to request that you will inform the Governor of Hongkong accordingly.
